Environmental Services Nepal (ESN)  is awarded with ADB TA-8817 NEP: Far Western Region Urban Development Project to provide consulting services relating to environmental safeguards of the same project.

The Regional Urban Development Project (RUDP), in line with ADB’s water and urban operational plans, will (a) construct and upgrade urban infrastructure in 8 towns in the Terai Region of Nepal, and (b) improve operational effectiveness of these 8 municipalities. The main objective of the assignment is to support the Ministry of Urban Development’s Department of Urban Development and Building Construction (DUDBC) and project municipalities to undertake project preparatory activities. Subject to additional due diligence, the project may include investments in municipal infrastructure in the 8 municipalities of Attariya, Bhimdatt, Biratnagar, Birgunj, Dhangadhi, Jhalari Pipaladi, Nepalgunj, and Siddharthanagar. Pre-feasibility has been undertaken in the Far Western Region (FWR) towns of Attariya, Bhimdatt, Dhangadhi, and Jhalari Pipaladi. Preparatory activities in the other 4 municipalities are at a more advanced stage. 

Under this TA, Environemntal Safegaurds Expert will follow ADB and GoN requirements for the preparation of Initial Environmental Examination (IEE) for the subprojects in the FWR towns of Attariya, Bhimdatt, Dhangadhi, and Jhalari Pipaladi. For each individual project component, the expert will clarify the necessity of carrying out an IEE or an EIA. Where required, prepare IEEs with reference to the Environmental Assessment and Review Framework (EARF) prepared under project preparation TA 8817-NEP. Pay special attention to the main risks in the project area, i.e. flooding, contamination of surface and ground water, and impacts on forests or wetlands. For each component requiring an IEE, prepare an environmental management plan (EMP), covering the aspects for environmental management during construction and operation of the project. (August 9, 2016)
